The problem with that, apart from ideological ones (certainly for me, and I suspect for Mr M!) is that it will neatly prove the old adage about the road to hell being paved with good intentions.  Where does one stop?  Today, Memory Lane. Tomorrow - who?  If I run a small business in Cardiff, that is in trouble, should I get state aid?  What about Bosch?  What about bmibaby?  Where does one stop?</description>
